IMPLICACIONES ARQUITECTÓNICAS Y URBANÍSTICAS DERIVADAS DE LOS TERREMOTOS DE CHRISTCHURCH, NUEVA ZELANDA, DE 2010 Y 2011

"ARCHITECTURAL AND URBAN PLANNING IMPLICATIONS ARISING FROM THE CHRISTCHURCH, NEW ZEALAND 2010 AND 2011 EARTHQUAKES"



Después de los cuatro terremotos tan dañinos que se produjeron cerca de la ciudad de Christchurch (NZ), se están llevando a cabo importantes investigaciones, amplias y de gran transcendencia. Es muy probable que se requieran mejoras en la reconstrucción del entorno, pero ello también tendrá repercusiones en la práctica profesional, algo que impactará en el futuro desarrollo profesional de arquitectos y urbanistas.

El ejercicio de la Arquitectura inevitablemente tendrá que poner más énfasis en la reducción de las irregularidades estructurales en edificios nuevos, aumentar la resistencia de los elementos no estructurales, y ser más activos en la adopción de nuevas tecnologías de ingeniería sísmica. El objetivo es lograr un medio ambiente y un ámbito más seguro y menos propenso a desastres. Al mismo tiempo, las experiencias de la licuefacción del terreno, considerablemente extendida a zonas urbanas y suburbanas, tanto de Christchurch como de alrededores, llevará a los requerimientos de una mayor integración entre los urbanistas y los profesionales de la geotecnia.

Además de afectar a la práctica de la arquitectura, los daños de los terremotos también han planteado serias dudas sobre la adecuación de la educación sísmica de los arquitectos. La calidad y cantidad de créditos asignados a Estructuras y Diseño Sísmico en las Escuelas de Arquitectura de Nueva Zelanda está siendo reconsiderada por el New Zealand Registered Architects Board. Es muy probable que se incrementen las exigencias profesionales respecto de estas tecnologías y disciplinas, puede que tenga que ser recomendada, no sólo para convertirse en arquitectos registrados por primera vez, sino también para los arquitectos con más experiencia que requerirán tales conocimientos para poder así mantener su actividad profesional.

ANDREW CHARLESON



Andrew Charleson es profesor asociado en la Escuela de Arquitectura de la Universidad Victoria de Wellington. Actualmente es Director del Earthquake Hazard Centre, una ONG que difunde información sobre los daños de los terremotos, la mitigación, etc., para los países en desarrollo en todo el mundo desde 1997.

También es director de la Asociación Internacional de Ingeniería Sísmica (IAEE) y el Editor Jefe de la Enciclopedia Mundial de la Vivienda, que es apoyada por la IAEE y EERI.

Andrew ha escrito dos libros, Structure as Architecture: un libro de consulta para los arquitectos e ingenieros estructurales, en 2005, y en 2008, Seismic Design for Architects: Outwitting the Quake.

Actualmente estoy trabajando en tres proyectos de investigación, estudian la reutilización de materiales para la construcción sostenible de materiales de construcción y las formas de uso de los sistemas estructurales utilizados en el rendimiento de la arquitectura contemporánea sísmica de viviendas de bajo coste, en los países en desarrollo.

Mi investigación de la reutilización de materiales para la construcción sostenible se centra en el fortalecimiento de las casas de adobe con tiras cortadas de las bandas de rodadura de los neumáticos de automóviles usados. Los resultados de esta investigación se presentan como un manual de construcción. El siguiente paso en el proyecto es organizar un proyecto piloto, donde se encuentra la estructura a probar en países en desarrollo que son sísmicamente activos, como el Perú, país que cuenta ya con casas y edificios que han sido reforzados.

Este proyecto, que también discurre en mi investigación, trata sobre los enfoques que mejoren el desempeño sísmico de viviendas de bajo coste en los países en desarrollo.

También estoy investigando el uso de materiales, tipos y formas de los sistemas estructurales de vanguardia en obras contemporáneas de la arquitectura ... "

REPERCUSSÕES NA ARQUITETURA E NO PLANEAMENTO URBANO DECORRENTES DOS SISMOS DE CHRISTCHURCH, 2010 E DE 2011, NA NOVA ZELÂNDIA

O RESUMO DA SUA INTERVENÇÃO:


Após os 4 sismos devastadores que ocorreram perto da cidade de Christchurch têm sido desenvolvidas variadas e significativas investigações de grande abrangência. São necessárias melhorias para o desenvolvimento atual do ambiente construído e com impacto na prática profissional dos arquitetos e dos urbanistas. 

À prática da arquitetura será inevitavelmente exigido uma maior ênfase na redução das irregularidades estruturais em edifícios novos, um aumento da resiliência dos elementos não estruturais e tornar-se mais pró-ativa na adoção de novas tecnologias de engenharia sísmica. O objetivo é conseguir um ambiente mais seguro e menos propenso a danos. Simultaneamente, a extensa ocorrência do fenómeno de liquefação nas áreas urbanas e suburbanas de Christchurch levam a exigências de maior interação entre planeadores urbanos e engenheiros geotécnicos.

Para além do impacto na prática profissional da arquitetura, os danos dos sismos levantaram sérias questões em relação à formação adequada dos arquitetos na vertente sísmica. A qualidade e a quantidade dos cursos em Estruturas e Projeto Sísmico nas escolas de arquitetura da Nova Zelândia estão a ser ponderados pelo Conselho de Admissão dos Arquitetos da Nova Zelândia. É possível aumentar a adesão a estas tecnologias sendo recomendável, não apenas para os arquitetos que se registam pela primeira vez, como também para os arquitetos mais experientes que requerem a manutenção da sua inscrição profissional.

ANDREW CHARLESON


Andrew Charleson is an Associate Professor at the School of Architecture, Victoria University of Wellington. Currently he is the Director of the Earthquake Hazard Centre, a NGO that has disseminated earthquake damage mitigation information to developing countries throughout the world since 1997. 

He is also a Director of the International Association of Earthquake Engineering (IAEE) and the Editor-in-Chief of the World Housing Encyclopedia, which is supported by IAEE and EERI. 

Andrew has authored two books, Structure as Architecture: a source book for architects and structural engineers, in 2005, and in 2008, Seismic Design for Architects: Outwitting the Quake. 






His words: "... I am currently working on three research projects that investigate: the re-use of materials for sustainable building building materials use and forms of structural systems used in contemporary architecture seismic performance of low cost housing in developing countries. 

My research of the re-use of materials for sustainable building is centred on reinforcing adobe houses with straps cut from the treads of used car tyres. The findings from this research are being written up as a construction manual. The next step in the project is to arrange a pilot project, where the structure can be tested in a developing country that is seismically active, like Peru, it has houses and buildings that are seismically retrofitted. 

This project also flows into my research into approaches that improve the seismic performance of low-cost houses in developing countries. 

I am also investigating the use of materials, types and forms of structural systems in cutting-edge contemporary works of architecture ..."

THE ROLE OF ARCHITECTS AND PLANNERS IN CREATING THE FOUNDATION FOR EFFECTIVE ASEISMIC BUILDING AND LAND USE REGULATION IN CITIES

A redução de risco sísmico nas cidades requere localizações seguras e construção segura. A melhor abordagem disponível para atingir estes objetivos tem sido a criação de edifícios eficientes e sistemas regulamentares do uso do solo. Uma regulamentação eficiente prevê a aferição sistemática de risco e uma construção de conhecimento com o objetivo de reduzir o risco no meio edificado. Regulamentação de segurança é um assunto complexo que requer o equilíbrio entre o conhecimento técnico-estrutural e socioeconómico e o político. As profissões associadas à arquitetura e ao planeamento providenciam o contexto multidisciplinar no tratamento de questões relativas à regulamentação urbana e da construção. A ampliação desse projeto participativo e as reflexões sobre o planeamento urbano podem ser alargados ao processo de regulamentação. A criação dos alicerces de uma regulamentação específica devem ter como prioridade ações pré-desastre de redução de risco e tal deve ser uma componente essencial na reconstrução e recuperação pós-sismo. Irá ser apresentada uma breve proposta de regulamentação de desenvolvimento para o Haiti.

He is an architect and has served as Program Director of the Earthquake Hazard Mitigation Program at the National Science Foundation and as a consultant to the World Bank, USAID, FEMA and the US Department of Homeland Security. Dr. Krimgold holds a Doctorate of Technology in Architecture and Planning from the Royal Institute of Technology in Stockholm, Sweden, and a bachelor’s degree in architecture from Yale University.

DEPOIS DE LISBOA. O DEVASTADOR EVENTO SÍSMICO DE 1783 NA CALÁBRIA (SUL DE ITÁLIA): REGULAMENTAÇÃO DO EDIFICADO E NOVAS CIDADES, UM PROJETO POR TERMINAR.




RESUMO DA APRESENTAÇÃO PARA A SESSÃO ESPECIAL PELA CONVIDADA DO PAINEL: EMANUELA GUIDOBONI (THE ROLE OF ARCHITECTURE AND URBAN PLANNING IN THE EARTHQUAKE-RESILIENCE OF CITIES)

Em pouco menos de 30 anos após a catástrofe de Lisboa, o centro e sul da Calábria foi abalado por cinco devastadores sismos entre os dias 2 de Fevereiro e 30 de Março de 1783, reduzindo a região, ao que ficou descrito pelos seus contemporâneos como um “monte de detritos”. A destruição estendeu-se até Messina (Sicília) na altura um importante polo comercial. Uma investigação Histórica em arquivos trouxe à luz do dia o conhecimento sobre as áreas afetadas pelos sismos, uma perspetiva dos seus efeitos nas cidades, vilas e no ambiente natural (deslizamento de terras, fissuras, liquefação, criação de lagos e alteração do curso de rios). Esta sequência de eventos sísmicos de elevada complexidade causou igualmente um tsunami no Estreito de Messina.

Centenas de réplicas sucederam-se nos quatro anos seguintes. Nos nossos dias este tipo de ocorrências teria um impacto devastador, dada a densidade demográfica e a fraca qualidade do edificado na atual Calábria. Toda a região é considerada de elevado risco sísmico. A experiência de 1755 (Lisboa) de Portugal despoletou em parte uma nova perspetiva para o projeto das novas habitações em 1784 (da Gaiola pombalina para a Casa Baraccata). As novas cidades Calabresas foram projetadas sob um plano de malha regular, com ruas largas e edifícios de baixa cércea, para melhorar a resistência sísmica. 

Uma nova regulamentação para o edificado foi delineada pelo governo dos Bourbon, mas não implementada de seguida. Uma década depois em 1799, a oposição aos Bourbon que derrubou o governo, a debilidade institucional, o conflito político-social, fez com que o projeto antissísmico caísse no esquecimento. Uma espécie de amnesia caiu sobre a questão sísmica, pela qual gerações posteriores pagariam caro quando novos terramotos atingiram mais uma vez a região. Análises históricas desta relevante sequência sísmica envolvem aspetos científicos, de planeamento urbano e culturais deste desastre.

Emanuela Guidoboni, completed a Laurea in History, specialising in the Mediaeval, at the University of Bologna, taken to a Master’s in Archiving and Paleography. Since 1982 she has carried out research on historical earthquakes, defining specialised historical analyses for further scientific use of the data for seismology and geophysics. From 1983 to 2007, she was the President of and scientific head for the research society SGA (Storia Geofisica Ambiente srl), one of the most important producers of data on historical seismicity in Europe.

For the INGV (Istituto Nazionale di Geofisica e di Vulcanologia) she planned and directed historical research on Italian earthquakes, which was then collected together in the Catalogue of Strong Earthquakes in Italy from the Ancient World to the 20th Century (and studies and databanks that have made thousands of new data available on the Italian seismicity (first release in 1995, last of 2007: Guidoboni et al., Catalogue of Strong Earthquakes in Italy from 461 BC. to 2000 and in the Mediterranean Area, from 760 BC to 1500, An Advanced Laboratory of Historical Seismology, http://storing.ingv.it/cfti4med. Emanuela Guidoboni published the Catalogue of Ancient Earthquakes in the Mediterranean Area with G.Traina and A. Comastri (1994) and the Catalogue of Earthquakes and Tsunamis in the Mediterranean Area - 11th to 15th Century with A. Comastri (2005).

These catalogues have made available the original sources and the evaluations of the effects of hundreds of earthquakes. Consultant for the IAEA (International Atomic Energy Agency) for the north African countries and for the sub-Caucasian area, Emanuela revised the historical earthquake catalogues for the seismic hazard in Tunisia, Morocco and Armenia.

For the Italian Ministry of Cultural Heritage, for the Seismic Risk Maps for the Monuments of Sicily and Calabria, she is responsible for seismic anamnesis of the monuments.

For the Department of Civil Protection (Italy) Emanuela Guidoboni is also involved in studies for volcanic eruptions (Vesuvius, Etna and Campi Flegrei) in the ancient and medieval periods up to the end of the 17th century, through analysing original historical sources and ancient treatises.


Moreover, she has analysed Italian and Mediterranean tsunamis, from ancient and medieval periods, on which Emanuela Guidoboni has published numerous scientific articles. She has also carried out activities as a visiting professor in various Italian universities (Venice, Florence, Bologna, Reggio Calabria), and in schools of specialisation in archaeology and restoration (Florence and Naples).

The success of the method adopted delineated a new scientific discipline of Historical Seismology, on which she published the first handbook with J. Ebel: Earthquakes and Tsunamis of the Past. A Guide to the Problems and Methods of Historical Seismology (2009, Cambridge University Press). In 2007-2011 she is Senior Researcher at the INGV, and is responsible for the Units of Earthquakes, Volcanoes, Climate: History and Archaeology.

On February 2011 Emanuela Guidoboni founded the Euro-Mediterranean Documentation Centre on Extreme Events and Disasters (Centro Euro-Mediterraneo di Documentazione EVENTI ESTREMI E DISASTRI), based in Spoleto (Italy), for the scientific, historical and cultural divulgation on great and medium destructive impacts of disasters end their humane and natural causes (www.centroeedis.it).

DESPUÉS DE LISBOA. EL DESASTRE SÍSMICO DE 1783 EN CALABRIA (SUR DE ITALIA): LAS NORMAS DE CONSTRUCCIÓN Y LAS NUEVAS CIUDADES, UN PROYECTO INACABADO

UNA PRESENTACIÓN EN ESTA SESIÓN ESPECIAL POR EMANUELA GUIDOBONI (MIEMBRO DEL PANEL: EL PAPEL DE LA ARQUITECTURA Y EL URBANISMO EN LA RESILIENCIA SÍSMICA DE LAS CIUDADES)



Menos de treinta años después de la catástrofe de Lisboa, el centro y el sur de Calabria fue golpeado por cinco terremotos devastadores que ocurrieron entre el 2 de febrero y el 30 de marzo de 1783, en la descripción de los contemporáneos, la zona fue reducida a "un montón de escombros" . La destrucción se hizo extensiva a Messina (Sicilia), a la sazón un importante centro comercial. La investigación histórica de los antiguos archivos ha sacado a la luz el hecho de que esas zonas son sísmicas y activas, además de todo el escenario de los efectos sobre los centros urbanos y pueblos, y también en el medio ambiente natural (derrumbes, fisuras, fenómenos de licuefacción, la creación de nuevos lagos y desvío de los ríos). Esta secuencia sísmica de alta complejidad también causó el famoso tsunami del estrecho de Messina.

Las réplicas, cientos de ellas, se prolongaron durante cuatro años. Tal secuencia en la actualidad sería devastadora en sus efectos, teniendo en cuenta la densidad demográfica y la mala calidad de los edificios de la Calabria moderna. Toda la zona se sitúa en alto riesgo sísmico. En 1755 con el terremoto de Lisboa, la experiencia de Portugal desarrolló en parte una nueva perspectiva a la hora de diseñar nuevas viviendas en 1784 (desde el Gaibola a la casa baraccata). Muchos nuevos municipios calabreses fueron diseñados para un plan urbano de malla regular, con calles anchas y edificios de baja altura que aumentaran la resistencia sísmica. 

Nuevas regulaciones de construcción fueron emitidas por el gobierno de los Borbones, pero no se cumplieron. Una década más tarde, en 1799, el levantamiento anti-Borbón derrocó al gobierno: en medio de la debilidad institucional y la lucha política y social, el proyecto anti-sísmico cayó en el olvido y en desuso. Una especie de amnesia se apoderó de la cultura sísmica, algo que las generaciones posteriores pagarían caro cuando los temblores sacudieron la región una vez más. El análisis histórico de esta secuencia sísmica  abarca los aspectos científicos, urbanísticos y culturales de este desastre.


MÁS SOBRE EMANUELA GUIDOBONI

Emanuela Guidoboni, geóloga distinguida en historia, y especializada en historia medieval en la Universidad de Bolonia, nos muestra una incomparable y muy útil maestría en el estudio de archivos y paleografías. Desde 1982 ha llevado a cabo la investigación sobre terremotos históricos, definiendo especializados análisis históricos para la posterior utilización científica de los datos en sismología y geofísica. De 1983 a 2007, fue Presidenta encabezando la sección científica para la investigación de la SGA (Storia Geofísica Ambiente srl), uno de los productores más importantes de datos de sismicidad histórica en Europa. 

Para el INGV (Istituto Nazionale di Geofisica e di Vulcanología) planeó y dirigió la investigación histórica sobre terremotos italianos, que fueron recopilados luego juntos en el Catálogo de fuertes terremotos en Italia desde la Antigüedad hasta el siglo XX (y los estudios y bases de datos que han hecho que miles de nuevos datos estén disponibles sobre la sismicidad italiana, el primer lanzamiento fue en 1995, el último en 2007). Guidoboni et al, Catálogo de fuertes terremotos en Italia desde el 461 a.C. hasta el 2000 y en el área mediterránea, desde 760 a.C. hasta el 1500, un avanzado laboratorio de Sismología Histórica, http://storing .ingv.it/cfti4med). Emanuela Guidoboni publicó el Catálogo de antiguos terremotos en el área mediterránea, con G.Traina y A. Comastri (1994) y el Catálogo de Terremotos y Tsunamis en el Mediterráneo del siglo XI al siglo XV con A. Comastri (2005).

Estos catálogos están a disposición con las fuentes originales y con las evaluaciones de los efectos de cientos de terremotos. Consultora para el OIEA (Organismo Internacional de Energía Atómica) para los países del norte de África y para la zona subcaucásica, Emanuela Guidoboni ha revisado los catálogos de terremotos históricos para el riesgo sísmico en Túnez, Marruecos y Armenia. 

Para el Ministerio italiano de Patrimonio Cultural, fundamenta el diseño de mapas de riesgo sísmico para los Monumentos de Sicilia y Calabria,  responsable de la anamnesis sísmica para los monumentos. 

Para el Departamento de Protección Civil (Italia) Emanuela Guidoboni también participa en estudios de erupciones volcánicas (Vesubio, Etna y Campi Flegrei) desde épocas antiguas y medievales hasta finales del siglo XVII, a través de análisis de las fuentes originales históricas y tratados antiguos. 

Además, ha analizado los tsunamis italianos y mediterráneos, desde épocas antiguas y medievales, Emanuela Guidoboni ha publicado numerosos artículos científicos al respecto. Ella también llevó a cabo actividades como profesora visitante en varias universidades italianas (Venecia, Florencia, Bolonia, Reggio Calabria), y en las escuelas de especialización en arqueología y restauración (Florencia y Nápoles). 

El éxito del método adoptado radica en el delineado de una nueva disciplina científica de Sismología Histórica; se publicó el primer manual con J. Ebel:. Terremotos y Tsunamis del Pasado. Una guía para los problemas y métodos de Sismología Histórica (2009, Cambridge University Press); en 2007-2011 es investigadora senior en el INGV, y es responsable de las unidades de terremotos, volcanes y clima. En cuanto a Historia y Arqueología.

En Febrero de 2011 Emanuela Guidoboni fundó el Centro de Documentación Euro-Mediterránea sobre Eventos Extremos y Desastres (Centro Euro-Mediterraneo di Documentazione EVENTI ESTREMI E DISASTRI ), con sede en Spoleto (Italia), para la divulgación científica, histórica y cultural de los grandes y medianos impactos destructivos enfocados a acabar con las tragedias humanas ( www.centroeedis.it ).

CONFIGURACIONES URBANAS CONTEMPORÁNEAS EN ZONAS SÍSMICAS

Nueva publicación de Teresa Guevara sobre Configuraciones urbanas contemporáneas en zonas sísmicas patrocinada por SIDETUR

INTRODUCCIÓN AL ARTÍCULO QUE PRESENTABA EL LIBRO DE TERESA GUEVARA PÉREZ


La autora Teresa Guevara Pérez es arquitecta por la Universidad de Los Andes, Venezuela (1972), con diploma de posgrado en Construcción industrializada de la Architectural Association, Inglaterra (1975), máster de Arquitectura (1986) y doctora arquitecta (1989) especializada en edificaciones sismorresistentes por la Universidad de California en Berkeley.

En el marco de su investigación acerca de construcción sismorresistente observó que a nivel internacional se lanzaron estudios sobre el comportamiento estructural de los edificios en zonas sísmicas desde comienzos del siglo XX. Sin embargo nota que en la mayoría de los países en zonas sísmicas la responsabilidad sobre la mitigación de la vulnerabilidad sísmica ha sido delegada a los ingenieros estructurales. Los arquitectos y urbanistas continúan aplicando patrones anteriores, tanto en la normativa arquitectónica como en la normativa de zonificación urbana desentendiéndose de la responsabilidad que les corresponde.

Los capítulos están relacionados entre sí por un hilo conductor que permite leerlo secuencialmente, pero al mismo tiempo cada capítulo en sí mismo constituye una monografía que puede ser abordada independientemente. En cada estudio de caso de edificios con configuraciones arquitectónicas y urbanas irregulares se explica su origen arquitectónico y urbano, los efectos que pueden producir los sismos en ellos, las secciones de normas correspondientes y ejemplos de los diversos tipos de configuración. La explicación se complementa con números gráficos y fotografías.

Según la autora, para reducir la vulnerabilidad de las ciudades contemporáneas, no es suficiente establecer y aplicar las disposiciones estructurales contenidas en las normas sísmicas, sino se requiere una responsabilidad compartida entre arquitectos, urbanistas, ingenieros estructurales y funcionarios.

Debido a esta necesidad la autora desde 2003 está investigando en forma interdisciplinaria con el objetivo de identificar y analizar los aspectos arquitectónicos y urbanos que han influido en la creación de dicha vulnerabilidad.







La responsabilidad en la mitigación de la vulnerabilidad sísmica se ha delegado en los ingenieros estructurales, evadiendo los arquitectos, diseñadores urbanos y urbanistas su cuota de parte de responsabilidad.

Con la crudezza di una base di dati e la sottile puntualità di uno studio storico, si raccontano i 34 disastri sismici che hanno segnato la storia dell'Italia nei suoi primi 150 anni dall'unificazione. In Italia ogni 4-5 anni avviene un disastro sismico, con gravi danni o distruzioni in 1.550 località, 10 città comprese capitali di provincia. Nel frattempo si sono verificati altri 86 terremoti di bassa intensità che, a volte, però, si rivelano ugualmente devastanti.

Una storia italiana poco conosciuta e sconcertante, della quale nessuno fino ad ora aveva presentato un rendiconto. 

Imprevedibili e distruttivi, i disastri sismici costosi, continuano a pesare sulle economie e sulle società colpite per decadi e, a volte, per sempre. 

E' accaduto in qualunque momento che forti terremoti abbiano cambiato la vita di individui e delle loro famiglie, han cambiato relazioni sociali. 

Ricchi patrimoni sono stati demoliti, danneggiati o edifici, tanto pubblici quanto privati, sono stati ridotti a un cumulo di macerie, modificando profondamente le comunicazioni urbane. 

A volte è successo che queste rovine hanno caratterizzato fortemente il paesaggio italiano. 

Perché tanto danno? Chi pagherà un costo così alto?






Le parole di Emanuela Guidoboni:

"... L'obiettivo era comprendere il problema sismico nel nostro Paese. Questa pubblicazione è stata il frutto di una ricerca storica sviluppata da un'attenta analisi dei forti terremoti avvenuti in Italia dal 462 a.C. fino al 2010 (Base di dati attuale dell'INGV). In Italia si verifica un disastro ogni 4-5 anni, sebbene con magnitudo relativamente bassa (5,45 a 5,8). Abbiamo, dunque, cercato di far luce sulle cause: la caratteristica degli edifici (65% sono di costruzione antecedente al 1950), una considerevole presenza di case antiche e povere, la scarsa applicazione di norme antisismiche, anche quando già queste leggi esistevano. La debolezza dell'instabilità politica e istituzionale ha sottostimato l'importanza dell'applicazione della sicurezza sismica, anche se spesso tutto ciò è evidenziato. Un altro elemento importante, soprattutto negli ultimi 50 anni, è da ricercare nell'assenza d'informazione sul rischio sismico che corre la popolazione. Chi potrà calcolare il rischio sismico senza conoscere alcuni importanti fatti del passato? C'è un terribile problema di sottostima degli impatti. Non c'è dialogo tra gli storici. Tuttavia, c'è un problema di metodo di valutazione dei pericoli (sismicità storica selezionata seguendo determinati criteri più l'accelerazione basica). Il risultato consiste nel fatto che non s'informano opportunamente tutti coloro che adottano misure, gli amministratori e le persone normali, i cittadini ..."
